Aaron takes a first look at the Kyocera Hydro Elite, a durable device from Verizon Wireless.  It offers a 1.5 GHz dual-core CPU, 4.3-inch 720p HD display, 8-megapixel camera with 1080p HD recording, 1.5 GB of RAM, 16 GB of internal storage, 4G LTE connectivity, and Android 4.1 Jelly Bean.  It's a smartphone that's built to withstand the elements, and in addition to being waterproof against blowing rain, it can be submerged for up to 3.28 feet of water for 30 minutes.  The Hydro Elite joins the Galaxy S4 Active and Xperia Z in the waterproof department.  Is it the best overall bang for the buck?
