Heads up, Windows Phone users, because it’s time for another Preview for Developers update!
Microsoft is now pushing an update to the Windows Phone 8.1.1 Preview for Developers that bumps devices up to software version 8.10.14219.341.
The update enables Cortana in France, Italy, Germany and Spain, but Microsoft stresses that the app is in alpha form in those countries. Because it’s in alpha, Microsoft says that most of the features that are found in the beta form that’s in the U.S. and other countries won’t be available including flight tracking. The good news is that Microsoft has worked to tailor Cortana to each language, building in local chat and jokes.
Certain began life as a U.S.-only feature, but it’s since expanded into China, the U.K., France, Italy, Germany and Spain. That’s great news for Microsoft, as its digital assistant could be a great asset to existing Windows Phone users and could help get non-WP users to check the platform out.

UPDATE: The folks at Windows Central have discovered that this update also adds support for a Cellular Data button in the quick settings section of Action Center.
