I4U reports that a solar-powered Android phone will be coming out of China, but information on the device is sketchy at best. The little we have (a picture) is subject to change, and could be nothing more than concept. However, ZTE has released a solar-powered phone in the past, called the Coral. So there is some hope that this image, which looks like it could be a render, depicts more than a Photoshopper's attempts to  generate rumors. See the Digicel wiki here.
