Google has revealed that it will soon push an update to the Pixel 3 and 3 XL that'll combine the December and January updates into one (via Droid-Life). This joint update will begin rolling out sometime in the "coming days".
We understand your concern, Mike. If you did not receive the December update, in the coming days you'll be receiving a joint January and December security update. We apologize for the inconvenience.

Google hasn't explained why some Pixel 3 and 3 XL owners haven't gotten their December 2019 update, but it's understandable that those folks are frustrated about the problem. One of the main perks of getting a Pixel phone is the speedy updates, with security updates typically arriving within the first week or so of a new month. These Pixel 3 and 3 XL owners have been waiting nearly a month for their December update.
This also isn't the first time in recent memory that we've heard of Pixel update issues. Last month, Pixel 4 and 4 XL owners had to wait an extra week for their December 2019 update, which was probably a little extra frustrating since those are brand new phones.
So, Pixel 3 and 3 XL owners, have you gotten your December 2019 update yet?
