On the heels of Missouri's decision to ban text messaging while driving for those under 21, North Carolina is poised to become the 13th state in the nation to ban messaging for all drivers.  A senate judiciary committee approved the bill with little argument on Tuesday, and handed it on to the appropriations committee.  The bill was passed by the House last month, and is expected to head to Governor Beverly Perdue's desk without a problem.  When passed, no driver will be able to use a mobile device to text message or e-mail while driving, though calls will still be allowed.  At present, individuals over the age of 18 are able to use a wireless device without restrictions, while those under 18 may only dial parents.
