No, your computer does not have to be on at all times in order for Voice over IP services to work. Since Voice over IP services run off of your high speed internet modem, that does have to be up and running for your phone to work.

Select the amount of total data you need for the entire plan.
For example, if you need 2 lines with 1 GB of data each, you would select 2 GB of data with the data slider below.
